The e-Learning for Educators Program at the New Hampshire Department of Education requests proposals for OPEN NH Partnership Grants to Districts for the upcoming 2009-2010 OPEN NH sessions. In the event that qualified proposals exceed the limitations of funding, preference will be given to rural and high need districts that demonstrate capacity.

E-Learning for Educators is a five-year initiative, funded by the federal Ready to Teach Program, designed to help states meet critical requirements for improving student achievement through providing high quality online professional development content and support as they build their capacity to implement programs to meet teacher quality requirements. The initiative seeks to address the needs of students in high-poverty, low–achieving schools.

Current research in online learning suggests that online courses can be at least, if not more, rigorous than their face to face counterparts. Learning is enhanced online by course models which increase reflection and provide the student with flexibility and control. Participants who learn together in an online course can enhance their learning by also meeting face to face to discuss and reflect on their experiences online. This document is the official “Request for Proposals” used to outline the application process. It contains important information on the background of the e-Learning for Educators Initiative and its requirements. Please review all pages of this document to learn how to apply for an OPEN NH Online Professional Development Grant. Applications must be submitted according to the guidelines described in this document (also available at www.nheon.org/opennh/grants) using the application form provided. The application deadline is 7 September 2009.

This RFP includes information necessary to apply for an OPEN NH Online Professional Development Grant to support the following areas:

Option A: Development of Online District Professional Development Cohorts

Grantees will establish a cohort of educators from within the district to take OPEN NH courses within any of the four sessions delivered in the 2009-2010 academic year in order to fulfill part of their professional development goals.

Option B: Development of OPEN NH Orientation Support and Promotion

Grantees will host four orientation meetings; one for each session of OPEN NH courses delivered in the 2009-2010 academic year, for educators in their region of the state and will provide ongoing promotion of the OPEN NH course sessions and face to face orientation meetings.  Applicants for Option B must also request funding for Option A cohorts.

Writing a Successful Proposal

 

Step 1. Read all sections of this document to understand the grant requirements.

Step 2. Review the application format (see Appendix A), which describes which information should be included within each section of your proposal, and review the scoring rubric (see Appendix B) which will be used to score your proposal.

Step 3. Enter your contact information and intent to apply (go to http://www.nheon.org/opennh/grants) by 10 August 2009.

Step 4. Write your proposal using the application form provided on the website. Then read this guidance document again to be sure you have covered all the required information. Ask someone unfamiliar with the project to read your proposal to assess it for clarity and completeness.

e-Learning for Educators

New Hampshire e-Learning for Educators / OPEN NH is part of the e-Learning for Educators Initiative, a multi-state project funded through a federal Ready to Teach Grant. Participating in the project are the state education agencies and the public broadcast stations of New Hampshire, Alabama, Delaware, Kentucky, Maryland, Mississippi, Missouri, North Carolina, Pennsylvania, and West Virginia, along with the Education Development Center (EDC) and Boston College

 

The NH Department of Education and New Hampshire Public Television are the primary partners in New Hampshire, each receiving a portion of funds to coordinate and promote the project, which includes training instructors, developers, and offering online courses to educators throughout the five-year period of the grant.

 

An OPEN NH Leadership Team, with representatives from NHDOE and NHPTV, as well K-12 Educators and Plymouth State University, meets quarterly to provide guidance on implementation of the project and participates in the annual e-Learning for Educators Leadership Academy each fall.

 

The major Goals of the e-Learning for Educators initiative are as follows:

 

1.      Use e-learning to provide effective professional development that leads to gains in teachers’ content knowledge, improvements in their teaching practices, and increases in the achievement of their students.

2.      Develop, within each participating state and public broadcasting organization, the capacity to use e-learning as a vehicle for effective professional development that directly serves state and district teacher quality initiatives and student achievement goals, with a specific focus on high need schools and districts.

3.      Create a multi-state collaboration to define common standards, share resources and expertise, and support the individual state programs.

4.      Develop a cadre of skilled e-Learning for Educators instructors to teach the e-learning courses offered.

5.      Develop model e-learning courses for professional development that address critical state needs and provide exemplars to inform further course development.

6.      Develop a cadre of skilled e-Learning for Educators course developers and establish collaborations involving public broadcasting stations, state departments of education, and other relevant organizations, to develop e-learning courses to meet the student achievement needs of each state.

7.      Conduct scientifically-based research to determine the effectiveness of the e-Learning for Educators initiative on improving teacher quality and impacting student achievement.

8.      Establish a proven, scaleable and sustainable model for e-learning professional development programs that can be replicated in other states.

 

OPEN NH offers a wide range of high-quality, research-based online professional development courses, facilitated by exemplary New Hampshire educators, and developed by New Hampshire educators and the staff at EDC. OPEN NH courses use a web-based model to provide effective professional development that leads to gains in educator’s content knowledge, improvement in their teaching practices, and increases in the achievement of their students.

Option A

 

Online District Professional Development Cohorts

OPEN NH Online District Professional Development Cohorts

Districts are eligible for Option A grant funding of up to $2,000 per session to support OPEN NH course registrations for their educators.*

Option A provides funding for your district to establish one or more cohorts of educators from within your district to participate in the OPEN NH online professional development courses as part of their professional development plans. Districts are encouraged to explore cost sharing strategies and models that maximize the funding requested by the district to support as many teachers or cohorts as possible.  Smaller districts are encouraged to partner with other districts to maximize their professional development opportunities. The grant will provide funding for the NH e-Learning for Educators’ OPEN NH registration fees only. The registration fee is $100 per course.  Grantees will be given the district deal rate of $1900 for 25 seats in a given OPEN NH session.  The graduate credits option, available to all participants of OPEN NH courses, may not be paid for out of this grant.  This grant will not pay for registration fees for participants not completing their courses.  Districts can apply to support cohorts for up to four of the OPEN NH sessions of the 2009-2010 academic year. Cohort members may be staff from your own or neighboring districts.

Districts will designate a project manager who will complete one District Cohort registration form for each session of proposed funding.  If funding for Fall 2009 is requested, the fall registration form should be submitted with your application, other session forms should be submitted at least two weeks prior to the start of the OPEN NH session of courses. *Additional funding may be available to support larger cohorts in larger districts or partnerships.  Funding may also be available to support payment of facilitator/developer stipends through a partner district.  Interested districts should contact the NH e-Learning for Educators project coordinator for more details.

Option B

 

OPEN NH Orientation Support and Promotion

 

OPEN NH Orientation Support and Promotion

Districts are eligible for Option B grant funding of up to $2,500 per year to support hosting Orientation meetings and promoting OPEN NH sessions.

 

Option B provides funding for your district to provide information and support for face to face meetings for OPEN NH participants prior to the online orientation week of each of the four OPEN NH course sessions. Along with the face to face participant support and informational meetings, partner districts would promote the face to face orientation meetings along with the OPEN NH online course sessions during the year.  Proposed activities should include, but are not limited to, the following:

OPEN NH Orientation Sessions

 

  • Host four face to face orientations, one for each OPEN NH session of courses run during the 2009-2010 academic year.  The session dates are provided in a separate section of this document.
  • Introduction/Orientation meetings should be scheduled on either Tuesday, Wednesday, or Thursday of the session start week.  Orientation meeting agenda and guidelines are provided in Appendix C. 
  • Provide an appropriate staff member, teacher leader or course facilitator for each meeting to give guidance and technical support to all meeting participants.

·         Provide food/refreshments for the meeting participants.

·         Provide a staff member, teacher leader with the opportunity to receive orientation training from the OPEN NH Project Coordinator, if necessary.

·         Provide the OPEN NH coordinator and the NH e-Learning Leadership Team with a summary of each orientation meeting, including meeting times, attendance, facilitation, food served, connectivity issues, new registrations, and attendee issues/questions within one week of the orientation meeting. A sample Orientation/Promotional Activities Report form can be found in the Appendix D.  The actual form will be submitted online at http://www.nheon.org/opennh/grants.

 

Promotion of NH e-Learning /OPEN NH Courses

 

·         Host a web page on your district website that provides NH e-Learning for Educators information and links to the NH e-Learning / OPEN NH website for more information, updating when necessary/appropriate.

·         Include the NH e-Learning/OPEN NH course opportunities in your regular district PD offerings throughout the year, and within any email advertisements, newsletters, etc.

·         Display NH e-Learning /OPEN NH materials in an attractive display stand in an easily accessible location in your teacher’s area and library/media center.

·         Include NH e-Learning /OPEN NH session dates and events on your school calendar.

·         Assist other districts within your regional area to link to your website, distribute OPEN NH information and orientation invitations to their staff, via electronic and/or hard copy as appropriate, and include in their school calendar offerings.

·         Provide one or more OPEN NH Informational Meetings in which potential participants are introduced to OPEN NH and the NH e-Learning for Educators program.  

NH e-Learning for Educators Leadership Team

The NH e-Learning for Educators Leadership Team includes members from the NHDOE and NHPTV partners, as well as Plymouth State University and K-12 educators from NH school districts.  The team meets quarterly to provide guidance and direction for effective implementation of the project and participates in the annual e-Learning for Educators Leadership Academy each fall. Districts that have staff members on the NH e-Learning for Educators Leadership Team are eligible for additional grant funding of up to $3,000 per year to support membership on the leadership team.  Additional funds may be available to support additional team members.

 

Responsibilities include, but are not limited to the following:

 

·         Attend all leadership team meetings and reporting on promotion orientation partners’ involvement.

·         Attend the annual e-Learning for Educators Leadership Academy in the fall of 2009 (tentatively scheduled for sometime in November).

·         Coordinate with other district partnerships to facilitate the promotion of NH e-Learning information across the state.

·         Coordinate partnership district promotional activities with NH e-Learning /OPEN NH project director, project coordinator, and other NH e-Learning partners.

·         Recruit district partnership leaders to attend the e-Learning for Educators Leadership Academy and NH e-Learning Leadership Team meetings.

 

 

District Support and Capacity to Implement

Successful proposals will demonstrate the appropriate district leadership support and capacity necessary to fully implement a successful NH e-Learning for Educators project in your district. Proposals that include funding requests for more than two sessions should demonstrate ability for continued support and capacity to maintain enrollment numbers in OPEN NH courses for each of the proposed sessions. A completed District registration form with names, email addresses, courses, and telephone numbers should be submitted no less than two weeks prior to the start of each OPEN NH session for which a cohort is funded. If funding is requested for the Fall 2009 Session, a registration form should accompany the application.

Districts must agree to pay 100% of registration fees for participants who drop out of the course after the advertized drop date, or fail to complete the course, or meet the expectations for passing.  The general course rubric and overall expectations can be found online at www.opennh.org.

 

Allowable Activities

 

Consider the types of activities your proposal addresses. In completing your proposal, remember that the most desired activities will be those that can provide answers to the following questions:

OPEN NH Online District Professional Development Cohort

  • Include a modest amount of other expenses as needed to support teacher participation (e.g., stipend for teacher leader to coordinate an active cohort of teachers).
  • Include process and procedure for insuring the grant only covers educators who complete their OPEN NH courses.
  • NOTE: Do NOT include graduate credit fees for OPEN NH courses. While OPEN NH encourages the use of this option for participants, these grant funds may not be used to pay for graduate tuition fees.

 

OPEN NH Orientation Support and Promotion

·         Include a modest amount to support stipends for meeting facilitation and preparation and teacher support for promotion of OPEN NH.

·         Include support for snacks offered during the orientation meetings.

·         Include promotional expenses for copying or mailing materials.

·         Include expenses for any scheduled OPEN NH informational meetings.

 

Additional funds may be available for other activities that support the goals and spirit of the e-Learning for Educators Initiative.

 

Required Budget Narrative and Forms

Budget Narrative

A short narrative text should accompany your proposed budget. The narrative should justify the amounts requested in each category as they relate to your proposed project and provide enough descriptive information for reviewers to make a judgment about funding for your proposal.

OBM Form 1

·    An OBM Form 1 should be submitted with the proposal. This form is used to authorize all federal projects issued by the NHDOE. When completing this federal projects budget form, it is important that you double check all entries with your business manager before submitting to the NHDOE. (In many districts, the form is normally completed by the business manager.) Sending the form with errors can result in delays in processing your grant. Common errors include missing or incorrect project start and end dates, missing fiscal agent name in “make checks payable to” box, or incorrectly calculated indirect cost amounts. Obligation and Disbursement Reports

FY 2009 NH e-Learning for Educators projects may remain open until September 30, 2010. Funding obligations for awarded projects must be reported by a school district no later than the quarterly report which ends October 10, 2010, with final expenditures reported by the January 10, 2011 quarterly report. Budget OBM Forms 3 and 4 from the NHDOE are used for these reports.

Failure to submit obligation reports to the NHDOE Office of Business Management by October 10, 2010 (and subsequent final disbursement reports by January 2011) will result in the forfeiture of any outstanding obligations.

  2. APPENDIX C: Orientation Meeting Agenda

The OPEN NH face to face orientation is an optional face-to-face meeting that allows learners to become familiar with the expectations and format of online learning, specific course login procedures, and overall course requirements. The orientation is not specific to individual courses and would also benefit educators interested in registering for an OPEN NH course in the future.  Each course also has an online orientation unit that occurs during the first week of the course.  Learners can become familiar with specific course expectations and get acquainted with their instructor and fellow classmates.  The introduction or orientation meetings your district plans to host should provide the following information to prospective course participants.

 

Sample Orientation Meeting Agenda

 

Orientation Meetings can be scheduled to occur on the first day of the course sessions, or within 3 weeks prior to the first day of a session. Meetings should be scheduled far enough in advance so that all introduction/orientation meetings across the state can be published on the website and promoted by all the OPEN NH promotion venues.
