Fourty-two district proposals for Classroom Technology Mini-grants are in the process of being reviewed for potential funding from the NCLB Title II-D Program (Enhancing Education Through Technology). We know that many are anxiously awaiting the results. Please be patient a little while longer while we finish up our tasks. The project contact persons listed on the applications will receive an email when the awards are announced. In addition, we will post the results on the website at www.nheon.org/oet/nclb.

You may recall that the standards for the “Computer Technology Educator” credential are in the process of being updated. A list of the commmittee members working on the revision can be found on a public wiki. In August, the committee circulated a quick response survey to gather additional input from the field and used the results to help guide the work.

Last month we presented a draft of the new standards to the Professional Standards Board (PSB) and circulated notices about the draft on four different listservs: ETNews, NHSTE, NHEMA (NHSLA), and NHASP. As a result we received some great feedback, such as:

  • These are great and long overdue.
  • It was smart to use the new NETS-T standards as a starting point.
  • These new draft standards look great but please change the name because the current name is outdated and creates confusion about what should be taught.

On Monday, 10/26/09, the recommended standards will again be presented to the PSB with the intention of moving them forward in the process. The next steps include presenting them to the Council for Teacher Education, entering the NH rulemaking process, submitting them to the Joint Legislative Committee for Administrative Rules, and then the State Board. During the process before they become final and take effect, there are still opportunities for public comment and revision. That said, it’s really better to address any revisions earlier rather than later in the process. Therefore, if you are inclined to do so, please post additional comments to this blog or to the discussion board on the wiki.

The Office of Educational Technology at the NH Department of Education will host two face to face grant writing information sessions in October. Both sessions will be held at NHDOE in Concord in Room 15. If you would like to attend, please register using the “click here to register” link at http://nheon.org/oet/nclb/. Thursday, October 1st
9 - 10 AM - Welcome and General Info. This first hour will review the slides posted on the Recovery site at http://www.ed.state.nh.us/education/recovery/index.htm and provide time for general Q&A. This is similar to the webinars which were conducted in September.
10 - 10:15 AM - Break
10:15 - 11 AM - Closer look at Title IID Tech Leader and Tech Mini-grants RFP (regular Title IID grants) and scoring rubric. This is a chance for you to bring your rough proposal draft and ideas. We will walk through the RFP elements together and you can ask questions and get clarification of any aspect of your proposal on which you feel uncertain.
11 - 11:30 AM - Closer look at RFP for Title IID ARRA grants and scoring rubric. We will review the critical elements of this RFP and discuss what a transformed school might look like after a year of ARRA funding. Strong leadership, vision, and commitment to change are required. If you are uncertain whether your proposal can be successful, this discussion can help clarify some of the things that will make a difference.
11:30 - 12 Noon - Lunch break (registrants will receive an email regarding lunch registration)
12 - 3 PM - Bring your draft ARRA proposal and get grant writing assistance. This will include a closer review of your proposal against the scoring rubric. It will also help you make sure you have included all required elements, forms, and so on, such as the NH STaR Chart.

A Request for Information (RFI) from entities experienced in doing program evaluations was posted on 9/17/09 at www.nheon.org/oet/nclb.

This RFI is intended to identify potential evaluation services for the NCLB Title II-D grants that will be awarded during the 2009-10 school year. The Statewide Evaluation RFI submission date is 10/16/09. The intent is to ensure that an evaluation plan is in place soon after this year’s grants are awarded. If you know of evaluators interested in this opportunity, please share the link with them.

As requested by the Professional Standards Board, the Office of Educational Technology at the NH Department of Education assembled a committee to work on updating the certification standards for Ed 507.22 Computer Technology Educator. The majority of the work of this committee was conducted during the summer of 2009.
