====================================== ED TECH BASIC COMPETITIVE GRANTS ======================================
The October 31st deadline for proposals for NCLB Title IID Basic Competitive Grants is fast approaching. Districts are reminded to check the eligibility list in the RFP document at the website above. Other items to check include:
Is your district technology plan approved? Federal law does not permit us to award Title IID grants without a current approved plan. Check the approved tech plans list at http://nheon.org/oet/erate/TPStatus.htm. If you see a discrepancy with what you think your expiration date should be, contact Cathy Higgins at chiggins@ed.state.nh.us. Plans submitted to the NHDOE before 10/31/06 but not yet approved will be reviewed prior to final awards determinations. If not approvable, or if your plan is not submitted by 10/31/06, your application will not be considered for funding.
Does your plan expire in the middle of the new grant project period? A few plans will expire on or before December 2006. This means you must submit a new plan by 12/15/06 for approval BEFORE your funds will be released. If your plan expires in June 2007, your grant will be awarded, but you must submit your new plan by 6/15/07 or the remaining grant funds will not be reimbursed to your district.
Did you submit the annual NH School and District Technology Surveys in 2005-06? Check the list at http://nheon.org/oet/survey/SchoolResponseList.htm to be sure. This annual survey has always been a requirement of tech funding and several reminders to complete it were sent via ETNews and DOE Key Messages. Therefore if your district has more than 25% of its school surveys missing and you are submitting a grant proposal, we will deduct 5 points per district from review scores during the review process. It was felt that this was more reasonable than disqualifying proposals altogether.
Did you review the proposal guidelines and follow the outline? Please be sure to read the guidelines for submitting a proposal. Please note that there is one error in the page limitations which wasn’t caught before the RFP was posted. You may submit either 14 pages double spaced or 7 pages single spaced. We prefer 14 pages double spaced, but since we will have electronic copies, we will be able to reformat your document for the reviewers, if necessary.
Did you specific a FOCUS AREA? While the RFP allows for more than one focus area, please tell us which is your primary focus area?
Are you ready to submit on time? Be sure to email your proposal to chiggins@ed.state.nh.us and also to snail mail your original with 2 copies to Cathy Higgins by tomorrow afternoon, October 31st at 4PM…. Or you’ll turn into a pumpkin! J

====================================== NCLB Title IID TRANSFERABILITY ======================================
Districts are reminded that there are no FORMULA grants under Title II-D this year, due to the federal program budget cuts. However, districts still have the option to transfer funds from other Title programs into Title II-D if they wish. To do so, the procedure is the same as in previous years…. Fill out the Consolidate Application page to indicate how much money is to be transferred and from what title program. Send the Title II-D transferability application available at www.nheon.org/oet/nclb. Please email the application as an email attachment to chiggins@ed.state.nh.us.
