UPDATE on FEDERAL
TECHNOLOGY FUNDING
======================================
The
following update was provided by the State Educational Technology Directors
Association (SETDA) to help district and state technology directors
understand the current status of federal funding for EETT (otherwise known as
NCLB Title IID). You can visit http://www.edtechactionnetwork.org
for more details on the status and for suggestions on how to communicate with
your congressmen about this issue.
10/27/05 - Senate Passes Their
Version of Labor-HHS Appropriations Bill with $425 million allocation for
EETT [NCLB Title IID] - This is good news because it allows for a formal conference process
to take place which provides SETDA [and the public] with ANOTHER OPPORTUNITY
to make the case for ed-tech and EETT specifically.
The full Congress is working under the pressure of a
November 18th expiration date for the current Continuing
Resolution (CR). This means that if all 10 appropriations bills, including
the Labor HHS Bill are not passed by this date, it will add pressure that
could cause an omnibus budget process to begin – Which was the process that
resulted in the 28% cut in EETT funding last year. Both Republicans and
Democrats in both Houses are trying to avoid missing this deadline.
Traditional “Open” Conference Process - Conventional
wisdom suggests that it will take a minimum of three weeks to complete the
Labor-HHS Budget Conference. Both the House and the Senate will appoint
conferees; generally these are all the members, both Republicans and
Democrats, of the Appropriations Labor-HHS Subcommittees in both the House
and the Senate. Committee staff will begin working to resolve most
differences and present the conferees with a document showing a tentative
disposition of each difference. Conferees will then have a chance to offer
amendments to change dispositions. The conferees are required to have at
least one public meeting where all of this takes place. It generally lasts several
hours. The conferees will then all sign the report and the final bill
will go back to both House and Senate for final passage and finally on to the
President for signature.

Risk Watch provides web resources for a K-8 curriculum on
safety issues that integrates with regular curriculum. Risk Watch: Natural
Disasters helps prevent injuries that can result from disasters and helps
initiate a level of comfort for children in any disaster. Risk Watch:
Unintentional Injuries teaches children how to recognize and avoid
unintentional injuries. The New Hampshire State Fire Marshal has grant money
to purchase the materials for schools. Interested schools should contact Bill

CAMERA PROJECTS

CLASSROOM
GRANTS: Olympus and Tool Factory are providing grants to K-12 educators
for digital cameras and project software. Educators whose curriculum
ideas illustrate effective and creative use of digital cameras and software
resources are invited to apply. Proposals should involve the teacher's entire
class via a group project or should allow each student to have the
opportunity to build their own project. There will be 10 grants worth $3,550
(3 Olympus D-545 cameras, one Tool Factory site license, $500 cash for
supplies, plus 30 camera basics workbooks). APPLICATION DEADLINE: December
30, 2005.
